Also it sounds like the comment in the code there that "Bloodmoon. I just tried reorder mods, and it worked. Use the utility called "reorder mods" and you should be morroqind. So, I checked the ini again, and even though the data files were right, the ini still said: The correct order should be Morrowind, Tribunal, Bloodmoon.
